Unlocking the quest

During one of the meetings with Liam, you can find out about his project. Ask him about it. Liam wants you to help him approve and complete the project. You will also receive a blueprint from him (Liam's Armor Requisition Blueprint).

Use one of the terminals for research and development (for example, in the Tempest central deck), go to the development screen and select the Special Items tab. Liam's armor should be on the list. To create it, you must use 10 units of aluminum and 10 units of iron, but these materials are quite common, so you must already have them (if not, you can buy them or find them during research). After creating it, talk to Liam and let him know about this fact.

How to unlock: Install an outpost on any of the planets

This section contains a step-by-step guide for Liam Kosta: Outpost Worlds, one of the side quests "allies and Relationships", which can be found in Mass Effect: Andromeda. The quest includes a meeting with Liam and will be unlocked automatically as soon as you manage to establish a second outpost in the Andromeda galaxy (players can choose between Gavarl and Voeld).

The quest will open up the possibility to analyze the planet if it is suitable for the Andromeda Initiative outpost. Exploration is carried out through certain quests that allow the player to increase the vitality of the selected planet.

Gavarl becomes suitable as soon as you manage to complete the "Dying Planet", a quest that includes visiting the vault of Remnants and activating all the monoliths.

This Voeld quest can be continued after completing the Settling Voeld side quest so that the planet's vitality is at least 40%. After that, you should visit the Initiative's outpost.

You can complete the task of this quest by being on Kadara's planet and completing the "Kadara Alignment" quest. In addition to increasing the vitality of the planet to at least 40%, you must also perform other actions.
